Senator Elihu Root argues persuasively against exempting American vessels passing through the Panama Canal from paying the tolls charged on other vessels. After much debate, the canal act was amended and, from the official opening of the Panama Canal in 1914, American vessels using the canal were treated the same as those of other nations. Elihu Root was a leader in the fight to keep the United States from granting itself a special advantage in relation to the canal.
