This volume discusses independence movements in South America, in particular developments in the second half of 1817, as well as the reactions of European powers. Pages 177-258 contain translations of documents concerning Haiti and other areas. In 1789 Pradt (1759-1837) was elected to the États Généraux; he fled to Germany after the beginning of the French Revolution. After he returned to France in 1800, Pradt supported Napoleon and became bishop of Poitiers (1805) and archbishop of Malines (1808).
