Discusses approval of housing developments at the former Abbotts dairy site in West Philadelphia and the Schulkill Falls area in the Northeast, and rejection of approval for the Wilson Park site at 25th and Ritner streets. The illustrations are photos of the existing condition at the site of the proposed Mill Creek project and of the model of the design by Louis I. Kahn, Louis McAllister, Douglas C. Braik, and Kenneth Day. The three 17-story towers that were built, called the Mill Creek Apartments, were demolished in 2002 and replaced by the Lucien Blackwell Homes.
