The 1777 Vermont constitution established a Council of Censors, consisting of 13 members elected every 7 years, to evaluate the activity of the legislative and executive branches of government and, if necessary, call a convention to amend the constitution. In 1870 the state constitution was amended with language proposed by the 1869 Council of Censors, which abolished the Council of Censors and established a new procedure to amend the state constitution. The Tenth Council of Censors met periodically from June 7, 1848, to Feb. 28, 1849. It proposed 15 articles of amendment. Penciled marginal notes indicate that four of these were rejected. In Good+ Condition: wrapper is lightly soiled; wrapper separating at ends of spine; lower corner of front wrapper and first few pages creased; light foxing in a few upper margins; pencil notations as described above; otherwise, clean and solid.
