The 1777 Vermont constitution established a Council of Censors, consisting of 13 members elected every 7 years, to evaluate the activity of the legislative and executive branches of government and, if necessary, call a convention to amend the constitution. In 1870 the state constitution was amended with language proposed by the 1869 Council of Censors, which abolished the Council of Censors and established a new procedure to amend the state constitution. This Council of Censors met periodically from June 2, 1841, to Feb. 15, 1842. They agreed on 10 articles of proposed amendments to the state constitution.
