Construction on the Washington Monument, built to commemorate President George Washington, was begun in 1848 based on a design by Robert Mills; work was halted from 1854 to 1877 for a number of reasons including the American Civil War. The capstone was set on Dec. 6, 1884, and it was dedicated on Feb. 21, 1885, although not officially opened until Oct. 9, 1888. The speeches of congressmen Robert C. Winthrop (1809-1894) of Massachusetts and John W. Daniel (1842-1910) of Virginia were delivered in the House of Representatives after the outdoor portion of the ceremony.
