In this message to the state legislature he discusses state finances as well as other topics, such as "a class of vagrants commonly known as tramps"; improvements in the state's public schools, in particular the impact of the school law of 1875; and the fishery controversy with New Jersey. In the final section, "Federal Usurpations," he argues against the presence of federal troops in the southern states during recent elections. Scarce.
