Contains a lengthy document from the United States Ambassador in London, Walter Hines Page (1855-1918), dated Nov. 5, 1915, regarding "interferences with American ships and cargoes destined in good faith to neutral ports," which had "become increasingly vexatious." Includes an extensive list of vessels carrying American cargoes, generally sailing from American to Scandinavian ports but diverted by British authorities.
