Arthur James Balfour (1848-1930) had become foreign secretary in David Lloyd George' coalition the previous month. In response to the United States' desire for a peaceful resolution to the war, he argues here that Britain thought a durable peace would require three things, the third being "some form of international sanction" to enforce treaties.
