The report by the Government Committee on Treatment by the Enemy of British Prisoners of War was presented by its chair, Robert Younger, Baron Blanesburgh (1861-1946). The committee concluded that British prisoners of war had been subjected to "unjustifiable suffering" by the German Army, which had completely failed to follow its own regulations.
