Orange slip (7 x 11 cm.) tipped in before title page: "Compliments of J. Harvey Whiteman, Secretary of State." William Tharp Watson (1849-1917) served in the Delaware state senate from 1893 to 1895 when the governor died and Watson, as speaker of the senate, assumed that office until Jan. 19, 1897. J. Harvey Whiteman was named Secretary of State by Watson. In this message to the state General Assembly, he discussed, Delaware State Hospital at Farnhurst; the state's Free School System; Delaware College; the state agricultural experiment station; bribery and corruption in elections; and other issues.
