Chase (1808-1873) represented Ohio in the U.S. Senate from 1849 to 1855 and served as governor of Ohio from 1856 to 1860 and as U.S. Secretary of the Treasury from 1861 to 1864 when President Lincoln nominated him to the Supreme Court, where he served as Chief Justice until his death in 1873. Although Andrew Johnson, a Democrat, had run with Lincoln on the National Union ticket, he favored a more rapid readmission of the states that had seceded and did not support policies to assist the formerly enslaved citizens. After Lincoln's assassination, his continued opposition to actions of the Republican party led to President Johnson's impeachment. At the resulting trial, he was acquitted by one vote. In this communication from Chase to the Senate, issued March 4, 1868, the day before the trial started, he registered his disagreement with the timing of the process leading up to the trial.
