He played an important role in preventing Maryland from seceding at the beginning of the Civil War. After the war he served as minister to France from 1866 to 1869 and governor of New York in 1873 and 1874. In this speech he commented on one of many attempts to settle the French spoliation claims (claims presented by United States citizens against France for vessels and cargo taken by privateers prior to September 30, 1800), which continued unsuccessfully for over a century.
