Chauncey Fitch Cleveland (1799-1887) served as governor of Connecticut from 1842 to 1844 and represented that state in the U.S. House of Representatives from 1849 to 1853. This speech was Cleveland's contribution to the lengthy and heated debates in Congress about the admission of new states to the Union and the possible extension of slavery to those states, which extension Cleveland argued against. When the five bills making up the Compromise of 1850 were enacted in September 1850, California was admitted as a free state.
