Possibly sociologist and psychologist Luther Lee Bernard (1881-1951), a professor of sociology at Washington University in St. Louis from 1929 to 1946. The author, Matthew Mark Trumbull (1826-1894), came from England to Iowa, where he served in that state's first General Assembly and fought in the Civil War. After the was he moved to Chicago where he became a recognized expert on the economics of the tariff. Scarce.
