Houston, served as Secretary of Agriculture (1913-1920) and then as Secretary of the Treasury (1920-1921) under President Woodrow Wilson. Books are in Near Fine Condition: discoloration on front endpapers of vol. 2; a few pages opened carelessly; otherwise, clean and tight.
